South Korea is planning strict measures to block its chipset secrets as well as business leaks worldwide. The government could soon impose “heavier than before” penalties on those who leak regional regulations and chip-related secrets to others.

According to Reuters, the finance minister of South Korea, Choi Sang-mok said that the country is readying strict measures and rules to block chipset and technology leaks in the global market. It is preparing a big-data system as a major safety.

The new “big data” system will lead to useful and stricter rules with tougher punishments for culprits. The penalties under this system are unknown but it will eventually ensure full security of the business secrets and chip tech in the country.

“We will prevent illegal leaks of advanced technologies to raise the global competitiveness of our companies and strengthen technology leadership.” – said Choi.

South Korean government is taking such strict measures following the previous leak cases in the country. Inputs reveal that over 97 attempts have been made in the past five years to leak business secrets and chipset details to other countries.

As noted by the National Intelligence Service, 40 of these leaks were regarding chip manufacturing and its relevant parts. The good news is that these leaks didn’t achieve success. Or else, it would have led to a loss of $16.85 billion to the country.

In September, a South Korean official blamed for stealing chipmaking details from Samsung.  Thus, a few strict measures on this matter are quite necessary.

Over the years, South Korea established around 12 national strategic tech firms that can support the country financially. These include rechargeable batteries, aerospace and artificial intelligence, semiconductors, and more.

These industries also aim to protect and respond actively to global competition and help resolve supply chain problems. It would be worth seeing what new penalties South Korea will take on the chipset and tech leak matter.

U.S. is seeking new ways that hold back Chinese companies from making advanced semiconductors. As per a new report, the U.S. now forces South Korea to restrict HBM chip export to Chinese firms like Huawei, or else it’ll become a threat later.

On September 10 (Tuesday), the Korea-US Economic Security Conference was held in Washington DC. During the summit, both sides discussed the economic welfare of their regions. At the same time, the U.S. shed light on the chip war with China.

Alan Estevez – the U.S. Under Secretary of Commerce for Industry and Security, pressurized South Korea to restrict HBM chip supply in China for tech firms like Huawei and others. It should only provide chips to the allies (supporting countries).

The executive stressed South Korean chip suppliers to cooperate with the U.S. trade controls in China. Doing so would be beneficial or else, could harm Korea’s interests.

Estevez further revealed the risks of advanced AI chip-making in China. He says powerful GPUs and HBMs will help Chinese firms to develop high-end chipsets. China will power up AI applications with these chips and use them for military purposes.

Alan believes that advanced chipmaking equipment as well as HBM chips should be available only to those nations that comply with the U.S. trade export controls.

However, it seems South Korea’s Trade Minister Cheong In-kyo didn’t like the idea much. He expects more discussions on this matter with the U.S. because:

“When two of the three HBM chipmaking companies are Korean, export curbs can have a big impact on us.” – said Cheong In-kyo after the event.

The minister adds that the U.S. has not made an official announcement on this subject yet. Perhaps we may soon reach a conclusion that can benefit both sides.

Huawei and Chinese chipmakers were seemingly aware of such situations. This is why they started stockpiling HBM chips from Samsung months ago. China reportedly requires HBM2 and HBM2E chips. Even though these are still behind the most advanced HBM3E chips, they are capable of delivering efficient performance.

China-U.S. chip war continues to take new turns. After Huawei unveiled the Kirin 9010 and MateBook X Pro with Intel Core Ultra 9, the U.S. authorities are keeping an eye on China’s every move towards advanced chip making. Let’s see how this matter proceeds in the time ahead.

Huawei is focusing on the expansion of its smartphone business in the global market and currently, the company is targeting customers in South Korea. Although it looks like the tech giant may face difficulty in this region.

According to the information, smartphone users in South Korea still pick Samsung and Apple as their favorite brands. Both tech firms have secured a strong position in the market and continue to offer innovative products on the table.

Meanwhile, Huawei has been missing from the South Korean ground for the past few years due to the U.S. sanctions. The strict prohibitions have snatched several facilities like Google Mobile Services, 5G chips, and other significant tools from the Chinese tech giant.

These factors pushed down Huawei from the smartphone markets in 2020. On the flip side, Samsung phones have been delivering all these services for a long while, which shifted the benefits towards the South Korean firm.

Analyst Abhilash Kumar from TechInsights said:

“The Shenzhen-based company, which has been offering various products and services to Korean customers for two decades, has been effectively absent from the country’s smartphone market in the past few years due to its inability to source 5G chipsets. South Korea’s smartphone market is 5G-heavy, with a 5G penetration of more than 95% for 2023, so it made little sense for consumers to buy Huawei’s 4G-powered phones.”

Even though Huawei has made an iconic return in the smartphone market with the Mate 60 Pro model. Yet, the analyst says it is still difficult for the Chinese company to firm its legs in South Korea as Samsung and Apple don’t give much space to other tech vendors.

Huawei’s efforts in South Korea

However, Huawei continues to make efforts on this matter using its cloud computing business. The CEO of Huawei Korea – Wang Balian said that the company developed in cloud device in South Korea last year to serve better facilities to enterprises.

Perhaps, it may take some time for Huawei to extend its smartphone business in South Korea although the company has started chasing customers and will soon get some fruitful results.

Huawei has selected South Korea’s Hansol PNS, as an exclusive supplier of its enterprise products in the country, which is great news for the industry partners.

According to Businesskorea, Huawei and Hansol PNS signed an agreement of cooperation on February 10 at the Huawei Korea office in Seol. The landmark cooperation is signed in attendance of Huawei Korea, CEO, Sun Luyuan, and the head of the IT service division at Hansol PNS Kim Hyung-jun.

This agreement covers the plan of an agreement to combine Huawei’s global expertise in the enterprise sector with Hansol PNS’s IT capabilities to provide the best solution and services for the Korean and Korean industries.

Even in an extremely unstable supply environment, Huawei is still capable of supplying excellent equipment to partners. Kim expressed that the combination of Hansol PNS’s advantages in customers and Huawei is believed to benefit the two companies and Korean companies that want to complete digital transformation.

“We will provide our customers with excellent solutions by stabilizing our distribution network,” she said.

According to the information published on Hansols’ current criteria, it has three distributors in South Korea including Hansol PNS, Hyosung ITX, and TechL. The latter two are also related to Data communication.
